Oregon’s Territorial Sea Plan
Weaving a Tapestry of Marine Uses

After years of public comment and agency analysis intending to balance public and private interests in the marine environment, Oregon recently completed its Territorial Sea Plan governing use of state waters up to three miles offshore. The speakers discussed the graphic solution developed through a complex process to meet the needs of existing traditions, like commercial fishing and surfing, while opening the door to future development of ocean-based renewable energy from wave, offshore wind, and other sources. Our speakers provided the audience a ringside seat to the dynamic tensions that played a role in the process and explain how the end product offers a new vision for Oregon and other states, on how to use the marine environment sustainably.
